Regulations of Quebec

Régie du bâtiment du Québec (RBQ)

The Régie du bâtiment du Québec (RBQ) is responsible for the certification of contractors and administration of laws and regulations in the construction industry in the province of Quebec.

RBQ has the following main divisions:

  • Building

  • Electricity

  • Petroleum equipment

  • Gas

  • Pressure vessels

  • Plumbing

1. Petroleum Equipment

Includes any underground, above ground, container, pipeline, piping, apparatus or other equipment or device that may be used for the distribution, handling, transfer or storage of petroleum products, or forming part of a petroleum equipment installation. Regulation is controlled by section 8.01 of the Construction Code (see Petroleum Equipment - Construction Code under Links).


2. Gas

Every gas-powered equipment or appliance sold in the province of Québec must be approved by an organization which is recognized by the RBQ. These organizations must affix their seal or label to attest to the compliance of the equipment or appliance with Canadian standards. Gas is controlled under B149.1 - Natural Gas and Propane Code (see Gas - B149.1 - Natural Gas and Propane Code under Links).


3. Pressure Vessels

In Quebec, RBQ issues a CRN for pressure equipment that will be used in the province. Act Respecting Pressure Vessels is Chapter A-20.01, ss. 27 and 28 (see Pressure Vessels - Act Respecting Pressure Vessels (Chapter A-20.01, ss. 27 and 28) under Links).


4. Plumbing

Companies carrying out plumbing work in Québec shall obtain a contractor or owner-builder's licence from the RBQ, including in particular the licence subclass 15.5, Plumbing Contractor (see Plumbing - Specialized Contractor's Licence, 15.5 Plumbing Contractor under Links).
