Service NL- Engineering and Inspection Services Division is the authority for safety programs related to pressure equipment and gas in the province. Service NL- Engineering and Inspection Services Division oversees the safe installation of pressure equipment and gas in the province under Public Safety Act (see Public Safety Act under Links) and Boiler, Pressure Vessel and Compressed Gas Regulations (see Boiler, Pressure Vessel and Compressed Gas Regulations under Links).
Contractor’s Licence: Companies who are seeking to fabricate, install, alter, repair or test boilers, pressure vessels, fittings or pressure piping system should apply for a Contractor’s Licence from Service NL- Engineering and Inspection Services Division.
Medical Gas Installer Certification: Individuals involved in the installation, alteration, purging, activation, service repair or removal of any medical gas appliances, equipment, systems, cylinders and tanks must apply for a Medical Gas Installer Certification from Service NL- Engineering and Inspection Services Division.
Pressure Piping System Registration: The design of all pressure piping systems with following conditions must to be registered:
steam piping of any size or pressure,
water piping larger than 20 millimetres nominal pipe size to carry water at more than 66° C,
piping to carry refrigerants, anhydrous ammonia, propane and similar gases,
air or other inert gas piping larger than 20 millimetres nominal pipe size or at a pressure greater than 1,750 kilopascals,
oil piping larger than 20 millimetres nominal pipe size to carry oil at more than 66° C,
piping systems used for the movement of non-flammable medical gases, and
any other piping used in connection with or as part of a pressure system and classified as pressure piping by the chief inspector.
CRN Registration:
Before it is manufactured, fabricated, inspected, installed or operated in the province, a Canadian Registration Number (CRN) is required for the boilers, pressure vessels or pressure fittings. The registration is submitted to the Chief Inspector or to the Chief Inspector through ACI Central Inc. (ACIC). ACIC is a non-profit organization overseeing the CRN registration, safe installation and operation of technical systems and equipment in Prince Edward Island, Nova Scotia, New Brunswick, Newfoundland and Labrador, Yukon, Northwest Territories, and Nunavut. ACIC is incorporated under the laws of Prince Edward Island and its membership is voluntary.
Pressure Plant Registration:
A pressure plant is defined as, “an installation of a boiler, pressure vessel, refrigeration system or compressed gas system or a combination of them as a unit under the same owner and management and includes all compressors, piping, appliances, machinery or equipment attached to them or used in connection with them, whether the unit is portable or permanently attached to a solid base.”. Owners of registered pressure plants must apply to get a Certificate of Plant Registration from Service NL - Engineering and Inspection Services Division.
Gas Plant Licencing: Any person, firm or corporation storing or distributing L.P. gas or operating a gas dispensing unit for filling portable cylinders must obtain a Gas Plant Licence for each place of business from Service NL- Engineering and Inspection Services Division.
Gas Technician Certification: Gas technicians who are involved in the installation, alteration, purging, activation, service repair or removal of propane gas appliances, equipment, systems, cylinders and tanks obtain an appropriate Gas Technician Certification from Service NL- Engineering and Inspection Services Division.
