The Department of Communities, Land and Environment, Land Division, Inspection Services Branch is the authority for safety programs related to pressure equipment and gas in the province.
The construction and modification of all boilers and pressure vessels on PEI is regulated by the Boilers and Pressure Vessels Advisory Board under the Boilers and Pressure Vessels Act and its regulations (see Boilers and Pressure Vessels Act under Links).
A permit is needed to install or alter any boiler or pressure vessel with the any of the following conditions:
power (usually steam) boiler above 10 kw (34,152 BTU's) operating at 103 kPa (15 psi) or above,
heating (hot water) boilers above 20 kw (68,304 BTU's) operating at 201 kPa (30 psi) or above,
heating (biomass) boilers above 20 kw (68,304 BTU's) operating at 201 kPa (30 psi) or above, or
pressure vessels having an internal diameter of more than 152.4 mm (6 inches) operating at 103 (15 psi) or above
Boiler or pressure vessel that is vented to the atmosphere or housed in a private residence, may be exempt from the permit requirement.
Welders or brazers working on boiler or pressure vessel, or on pressure piping systems, must successfully complete a practical test for a Pressure Welder/Brazer License. They must hold a Red Seal Certificate (journeyman) in welding or hold a pressure welding certificate issued by another Canadian jurisdiction. Welders and barzers, also must be working under the supervision of a company that holds a valid PEI Mechanical Contractor's License.
A Mechanical Contractor’s Licence from the PEI Department of Communities, Land and Environment is required for the manufacturing, installation and alteration of boilers, pressure vessels, and pressure piping.
CRN Registration:
Before it is manufactured, fabricated, inspected, installed or operated in PEI, a Canadian Registration Number (CRN) with ACI Central Inc. (ACIC) is required for the boiler or pressure vessels. ACIC is a non-profit organization overseeing the CRN registration, safe installation and operation of technical systems and equipment in Prince Edward Island, Nova Scotia, New Brunswick, Newfoundland and Labrador, Yukon, Northwest Territories, and Nunavut. ACIC is incorporated under the laws of Prince Edward Island and its membership is voluntary.
A valid Liquefied Petroleum (LP) Gas Personnel Licence is required for the installation, altering or servicing of any LP gas appliance, operation or driving any LP gas delivery vehicles, or operating a LP gas filling plant.
To obtain the licence, an approved LP gas training program under Propane, Boiler and Pressure Vessel Inspector shall be completed. The following licence classes are available:
Class A: Industrial Gas Fitter
Class B: Domestic Gas Fitter
Class C: Commercial Gas Fitter
Class D: Gas Installer
Class E: Gas Verifier
Class H: Bulk Plant Operator 2
Class I: Tank Truck Operator
Class J: Cargo Liner Operator
Class K: Dispenser Operator
Class L: Cylinder Delivery
Class M: Cylinder Rental
Class N: Gas Maintenance
Class O: RV Service Technician
A licence is required for the first Liquefied Petroleum (LP) Gas Plant and a permit is required for the installation or alteration of LP gas systems in PEI. Licence and permit are issued by Propane, Boiler and Pressure Vessel Inspector.
Level I Petroleum Storage Tank Contractor's License is required for any person who removes a petroleum storage tank or storage tank system. a valid Level II Petroleum Storage Tank Contractor's Licence is required for the installation or alteration of a petroleum storage tank or storage tank system.
