Department of Public Safety - Technical Inspection Services

Department of Public Safety - Technical Inspection Services is the authority for safety programs related to pressure equipment and gas in the province.

 

1. Pressure Vessels and Pressure Piping

Design registration, quality assurance plans and welding procedure registration are required per New Brunswick Boiler and Pressure Vessel Act 2011 ( see New Brunswick Boiler and Pressure Vessel Act 2011 under Links).

 

Manufacturers of boilers, pressure vessels or pressure piping systems to be installed in New Brunswick must submit designs for registration. Owners of Boilers and pressure vessels are required to register the devices annually. All Boiler and Pressure Vessels must be inspected before going into service.

 

Companies manufacturing or installing boilers, pressure vessels and pressure piping systems must have a registered quality assurance/control plan with the Inspection Services branch of the Department of Justice and Public Safety. Welding procedures for welding boilers, pressure vessels or pressure piping systems must be registered with Inspection Services the Department of Justice and Public Safety.

 

CRN Registration:

Before it is manufactured, fabricated, inspected, installed or operated in the province, a Canadian Registration Number (CRN) is required for the boilers, pressure vessels or pressure fittings. The registration is submitted to the Chief Inspector or to the Chief Inspector through ACI Central Inc. (ACIC). ACIC is a non-profit organization overseeing the CRN registration, safe installation and operation of technical systems and equipment in Prince Edward Island, Nova Scotia, New Brunswick, Newfoundland and Labrador, Yukon, Northwest Territories, and Nunavut. ACIC is incorporated under the laws of Prince Edward Island and its membership is voluntary.

 

2. Fuels/Gas

The manufacture, storage, transportation, handling, installing, testing and inspecting of gas andmedical gas and of the associated appliances is regulated under section 40 of The Boiler and Pressure Vessel Act ( see The Boiler and Pressure Vessel Act - Section 40 under Links).

 

Gas Business Licences: Gas Business Licences shall be obtained by any company engaged in:

  • storing or distributing of gas;

  • installing gas burning appliances or equipment;

  • installing gas or medical gas piping systems;

  • repairing, servicing, or maintaining gas burning appliances or equipment;

  • repairing, servicing or maintaining gas or medical gas piping systems;

  • or selling, renting or leasing gas burning equipment other than portable camping equipment.

 

Gas Bulk Plant Licence: Required for operating a gas bulk plant for filling cylinders, vehicle fuel tanks, transport tanks and other approved containers. Must employ G1 or G1-L or A4 or A2 or A1 or G2 or G2-L and PPO-1 technicians.

 

Gas Distribution Licence: Required for filling and distributing gas by means of cylinders which have a capacity not exceeding 100 lbs (45 kg) of gas.

 

Gas Dispenser Licence: Required for operating a gas dispensing unit to fill containers permanently mounted on mobile vehicles or to fill cylinders which have a capacity not exceeding 6 lbs (27 kg) of gas.

 

Gas Cylinder Exchange Licence: Required for operating a cylinder exchange program for cylinders with a capacity not exceeding 20 lbs (9 kg) of gas.

 

Gas Installation Contractor Licence: Required for installing, repairing, servicing and maintaining gas appliances and equipment. Must employ G2 or G2-L or A1 or A2 or A4 or G1 or G1-L technicians.

 

Gas Piping Contractor Licence: Required for installing gas piping systems, but not including the installation, service or repair of appliances, cylinders or tanks, or the connection of gas piping systems to the source of supply or appliances. Must employ Steamfitter/Pipefitter or GP or A3 or A1 or A2 or A4 or G2 or G2-L or G1 or G1-L technicians (A1 or A2 or A4 or G2 or G2-L installation must be within Btu limitations).

 

Gas Service Contractor Licence: Required for servicing gas equipment. Must employ A1 or A2 or A4 or G2 or G2-L or G1 or G1-L or DAT or RVT technicians.

 

Medical Gas Piping Contractor Licence: Required for installing and repairing non-flammable medical gas piping systems. Must employ technicians with Class F Medical Gas Installer licence and have passed a brazers performance qualification test.

 

Gas Technician Licences: To install, service and repair gas installations, a Class G Compressed Gas Licence is required.

 

G2 Gas Technician Licence: Allowed to install, service and repair gas installations of appliances with an input up to and including 400,000 btu per hour, but not including liquid propane installations. Applicants must have at least 2,000 hours of combined technical and practical experience under a G2 or G1 licence holder, and complete the TSSA training curriculum (CSA modules 1 to 24 inclusive), and pass the Gas Board examination.

 

G1 Gas Technician Licence: Allowed to install, service and repair gas installations having any btu per hour input, but not including liquid propane installations. Applicants must hold a valid Class G2 Licence, have at least 2,000 hours of combined technical and practical experience under a G1 licence holder, 500 of which must be on systems greater than 400,000 btu, and pass the Gas Board Examination.

 

G2-L Gas Technician with Liquid Propane Endorsement Licence: Allowed to install, service and repair gas installations of appliances with an input of up to and including 400,000 btu per hour. Applicants must hold a G2 Gas Technician Licence, must have over 200 hours of experience with liquid propane under a A2, A4, G2-L or G1-L licence holder, and must also complete a training program and pass the Gas Board Examination.

 

G1-L Gas Technician with Liquid Propane Endorsement Licence: Allowed to install, service and repair gas installations having any btu per hour. Applicants must hold a G1 Gas Technician Licence, must have 200 hours of experience with liquid propane under a A4 or G1-L licence holder, and must also complete a training program and the Gas Board Examination.

 

GP Gas Piping Fitter Licence: Allowed to install, service and repair gas piping systems, not including the installation, service or repair of appliances, cylinders, tanks or the connecting of the system to the gas supply or appliances. Applicants must hold a certificate of qualification which is issued under the Apprenticeship and Occupational Certification Act in the plumbing or steamfitter-pipefitter trades, must successfully complete the TSSA training curriculum (CSA modules 3, 4, 8, 10 and 15), and must pass the Gas Board examination.
